E9-1-1 Policy Initiatives

Vonage remains committed to working cooperatively with the public safety community to complete its nationwide E9-1-1 implementation via the native 911 network. In conjunction, Vonage is proactively engaging state officials to facilitate the remittance of 911 fees through existing statutory mechanisms and agreements.

Currently, the vast majority of 911 funding statutes apply to wireline or CMRS providers. As an interstate information service, Vonage fits neither of these categories. Nevertheless, Vonage will financially contribute to state 911 systems through the voluntary remittance of 911 fees.

In deploying and supporting E-911 we recognize that all 911 costs are significant. And more often than not there is not a penny to spare. Vonage is working cooperatively with states to institute an alternative method to allow us to contribute legally to state 911 programs. To that end, Vonage is proposing to remit 911 fees pursuant to a 911 Fee Memorandum of Understanding that Vonage has prepared to expedite the process.

Vonage has worked successfully with state public safety leaders to reach 911 fee agreements in a number of states and is involved in ongoing discussions in several other states. Legislation has been introduced in several states to incorporate VoIP services and providers such as Vonage into existing statutory mechanisms or to fully modify existing laws to account for the changing nature of communications and 911.

Vonage will work actively and cooperatively with 911 leaders to develop model legislation that, among other initiatives, revises 911 funding mechanisms and fully supports 911 systems.
